[fitsbits] DATE-OBS versus TIME-OBS

We use this:

DATE-OBS= '2001-08-31T23:48:52' / start of observation (UTC)
END-OBS = '2001-09-30T22:55:21' / end of observation (UTC)

END-OBS is of course a local convention.
