[fitsbits] multi-HDU FITS mosaic images

I am not at ADASS, but if I were I would be presenting something like

This is an effort to start a discussion of standardization of the
FITS keywords which should be used to describe the world coordinate
systems (and thus the visual presentation) of mosaic images.

This draws from the Greisen and Calabretta papers, and by no means
should they be delayed in order to include this.
