[fitsbits] display FITS image & pixel value

Anyone can help me out?

I am working on making program to display FITS image as thumbnail and small
view.
I have done for BITPIX = 8 and for most of images with
BITPIX=16 so far.
I want to display it with 256 greyscale.

When I check some sample images I have, its pixel value range is too small,
such as 110 to 2000 or 0 to 0.074 which has bscale is 0.003.

How do FV and FitsViewer can display the images with small pixel range
nicely by greyscale?
