[evlatests] ea26, IF 'D' sampler

The 'flux density' data taken Jan 31/Feb01 show occasional visibility drop-outs (meaning, the visibilities abruptly go to zero) for ea26, IF 'D'.  The problem is occasional — less than 10% of the data are bad.  The transition from good to bad, or bad to good, is not related to the scans — it can happen in the middle of a scan.  These bad data are not flagged by the on-line system.

I'm presuming this is a sampler problem.  Hopefully, this has already been found and corrected.
