[evlatests] X-band Polarizer problems

Antennas 19 and 21 have significant problems with their polarizers at X-band.
The normal cross-polarization is near 5%.  For these two antennas, the cross-polarization, at 8 GHz, is 20%, rapidly declining to the normal value by 9 GHz.  The upper frequency polarization are normal, so this is an issue affecting only the lower 500 -1000 MHz of X-band.
