[evlatests] Large Unscheduled gap in OST tonight

Hello again team,

As the temperature has dropped *roughly* to freezing and our 
documentation instructs higher frequency observation allowable under 
thick clouds if this temperature requirement is met, the OST gap is 
being filled with C priority X and K band observations.
