[evlatests] Potential Unscheduled gap in OST evening 11/4

Greetings team -

There is another potential unscheduled gap in the OST this evening. 
Please see conditions and windows:

If wind remains above 5 m/s: ~3 hour gap from 05:37 UTC - 08:42 UTC 11/5 
(9:37pm local 11/4 - 12:42am local 11/5)

API is currently around 4, temp 9.4C, 70-80% cloud cover and no rain in 
the forecast.
