[evlatests] Broken switched power

A short calibration run was made early Tuesday morning.

Some antennas/bands have non-functional switched power. The list
is short:

     1) At Ku-band, ea11D has all negative PDif. The other IFs are
fine. The PSum value shows that this IF has a value about 100 times
larger than it should be! Other IFs are fine.

     2) At Ka-band, ea10, both C and D (i.e., left polarization) are
'wild and crazy' values of PDif. The PSum values are also completely wild.

     3) At Ka-band, ea27C has zero (noise only) values of PDif. Other
IFs are fine. The digital power PSum for all four IFs are normal.
(This antenna/IF has been like this for quite some time ...)

Overall, the usual characteristics for the high frequency bands are
seen -- high variability in PDif (and gain) -- tens of percent, over
timescales of seconds to minutes due to my changing bands continuously.
The low frequency bands (L through X) do not show this characteristic.
