[evlatests] Huge RFI in Ku-band

Hi Rick.  We'll try to locate it.  We found the Ku-band tone reported
in early February by sequentially turning off each receiver until the
RFI went away.  I'd like to try the same simple technique on ea01,
maybe today if it doesn't disrupt observing or tests.
