[evlatests] Huge RFI in Ku-band

This looks suspiciously close in frequency to an RFI spike Dan Mertely
discovered a few weeks back, which he traced to the Lowband receiver on
ea19. Denis and Dan Dillon had a look at that receiver in the lab this
week, and discovered it was the noise diode generating the RFI.
Maybe Mertely could check these antennas today or tomorrow, to see
whether it's the same problem as on ea19?
