[evlatests] new weather station at the API

Just an FYI in case anyone is interested, there is a new weather station at the API. We've permanently installed a Davis Instruments 6152C station (in a shielded and filtered enclosure). Main reason is to have a backup in the event the main weather station goes down or ices up.

All monitor points are working at the moment with the exception of barometric pressure. Pressure is presently altitude adjusted (rather than representing true local pressure), but we'll fix that next week. You can glance at the reported weather here:

The device is logging into the M&C database as evla-m361-1, with the following monitor points:
