 SSA team will release the 1.20 version of OPT, RCT, SCT, OST, and
underlying modules today Thursday September 11, 2014.

 SSA will let you know to test systems when it completes.

 Let us know if you see any issue.

OPT: 
 - EVL-2827 - OPT: urgent fix in OTFM scans
 - EVL-2818 - Incorrect baseband labels generated in 3-bit phasing setups

RCT: 
 - EVL-2788 - Updates for recirculation

SCT: 
 - EVL-2779 - SCT: coodinate conversion error


#### Improvements 

RCT: 
 - EVL-2588 - Make spectral line -> subband generation prefer recirculation
whenever possible
