[evlatests] P-band status

Note that old scripts  & vci files, with the (now) production version of
MCAF, will have different pol labels from the final desired ones.  (this
is to warn Paul Harden and Mert).

Once we are using updated software everywhere, i.e. new files from the new
OPT, with new (not yet updated) MCAF, we can take poln labels more seriously.
