[evlatests] P-band polarizations -- all the same!

     Paul et al. went to ea06, 13, and 25, and reversed the dipole 
connections.

     A short test this afternoon shows all antennas are now in the same 
polarization state.  (Hurrah!)

     On the 'RCP' side, all amplitudes and sensitivities are about the same.

     On the 'LCP' side, not so good:  ea04, 06, and 16 are much weaker 
than the others.  And ea25 shows no correlated signal at all.
