This seems to be the same issue I first reported in March 2013 while we
were looking at the performance of the 3-bit samplers at C, X and Ku-bands
using D-config data. These three bands showed the same problem (missing
data in the SY table with the same trends you reported yesterday: e.g., R
and L being the same, etc...). However, the higher frequency 3-bit data (K,
Ka, and Q-band) observed during  the same time frame as my tests did not
have the problem.

At the time I provided all the details to Michael and Rich, but my emails
do not show that we ever converged on the cause of this problem, and it
seems like it was not reproduced (or perhaps simply not reported) until
your recent test observations.
