[evlatests] Block Diagrams Updated

The two VLA system diagrams are updated with the latest Vlite details.

The CEB diagram also has a couple minor VLA changes - the new API and a 
recently added FPGA clock in the L356.

Both are dated 4/8/2014 and are in the usual place on filehost. The 
linked "current" pdf files are also updated.

New copies are on the bulletin board in the lab.
