[evlatests] P-band Status (observational)

We should keep in mind that ea17 in inoperative because it does
not have apex wiring.  (This is the latest antenna which twisted
out it's apex wiring due to a seized bearing (back in early Oct.
It has not been rewired yet, but we probably need to do so soon.)
