[evlatests] lando replacement complete

The transition from lando-new to lando is now complete.
The name lando-new no longer exists in our network as
a valid machine name.

The databases evlampts & widarmpts are both back online.
Archived monitor data should now be accessible from the
EVLA Operator screens, and these databases can now be
accessed using the Monitor Data Query Interface.

Programs that were using evlaparm on r2d2 for the parameters
dbase should be restarted - to pickup the new definition of
evlaparm as now, once again, on lando.
