[evlatests] Bad TCal values for ea08 at X-band

It is exactly a factor of 10. The soida report for this receiver, and
this receiver only, has an extra column labeled "Tcal Scaled", which
is 10 times the Tcal column. The parser was confused by the extraneous
column with the similar name.

I can fix this, but I can't think of a good way to document what
happened. I'll probably just fix it, and leave the puzzle in case
anybody in the future wants to try to trace the footprints.
