[evlatests] Bad TCal values for ea08 at X-band

    The system temperature claimed by the system for ea08 at X-band is 
ten times too high.   The switched power values are perfectly  normal.  
Review of the 'CD' (Cal Device) table (in AIPS) shows the problem:    
The Tcal values for the 'A' and 'C' IFs are given as about 12K -- a 
factor of ten too high.  For the 'B' and 'D' IFs, the values are nearly 
as wrong -- declining from about 7K to 5K as the frequency increases 
(from 10.5 to 11.5 GHz). 

    These values need to be repaired.  It would also be useful to know 
where they came from.
