[evlatests] Some low-band issues

Hi Paul.  Just wondering:  Will there not be spare Low Band
Front Ends to swap into antennas where the front end needs
lab work?  I know that the EVLA plan for the higher bands
was always to produce 30 units--2 spare/band.  (Yes, I know,
... "the best laid plans ...")  -Mert
