[evlatests] Some low-band issues

Hi All,

A note of caution here:

We have agreed in the low-band telecons that Frazer runs that the current
low-band priority to focus on receiver build and installation is
reasonable.    This means that we should not put effort into fixing
anything wrong with P-band receivers right now.   Just collect the problems
and deal with them after we have finished the installation.

So right now, although it is useful to know what receivers have problems
and what those problems may be, we are not going to spend effort fixing
those problems right now because it takes away too much effort from
actually building receivers.

The only scenario in which this would change is if Frazer decided that it
is best to change those priorities.    That said, what Rick is doing is
valuable and will be needed in the near future.
