[evlatests] Polarization tests

Rick did some polarization characterisation runs on
18 March, at C and X band, which show a few faulty antennas.

Antenna 1, at C band, in A and B IFs - there is a large and
very frequency dependent leakage of the orthogonal
polarization into these IFs (particularly
A).IFs C and Dlook fine, so the problem is probably
downstream ofthe horn. Contemporaneous observations at
X band (all IFson antenna 1) are also fine.

Antenna 14, at X band. All IFs - there is a large (~17%)
polarization leakage (antenna 14 looks fine at C band).
