[evlatests] 10 second cycle in ea01

    The test data taken last week (14/15 Sept.) has an extraordinary 
problem:

    ea01, in IF 'A' only, has a 10-second phase and amplitude cycle 
clearly visible at every band and frequency.  The amplitudes are high, 
and probably normal, with stable phases, for 10 seconds.   The 
amplitudes then drop (sometimes by a large factor) with random phases, 
for 10 seconds.  This cycle repeats. 
    It acts as though the phase model went nuts for 10 seconds.
