[evlatests] Ka-band PDif compression on the moon

For the Ka-band receivers, for this lunar test:
ea04 has no receiver, and ea09 was out.
ea10B had a non-functioning PDif (now repaired, it seems).
All other antennas provided usable switched power.
The moon provides about 180 to 200 K increase -- approximately
quadrupling to quintupling the total system power over cold sky. Note
that ea13 in RCP and ea26 in RCP have very noisy receiver (>1000 K for
ea13, and >250 K for ea26) -- this means the moon's increment will be small.
