[evlatests] Weather Station

The CMP would've been restarted after power was restored on 12/23.  

Needing a Modcomp attached is news to me.  I ran the CMP alone on the spare SLC for months during development both on a bench down in the basement of the AOC and at the site controlling the system and I don't recall this need.
