[evlatests] switched power tests

Hi Rick,

Another piece in the puzzle:  Stuartt gave me the attached plots before he
left that shows the switched power on one baseline for ea19 during a
standard run that he made.  The link to the data is given below.    This
antenna would be considered an 'outlier' - the switched power application
was bonkers.    Other antennas behaved well when the switched power
application was done.

Hi Deb,

The data is located in :

/lustre/scorder/switchedPower/tr55982.ms

plots are attached.  This is the cal table (whole thing), and the
visibility data both pre and post application.

post/pre are a plot of one baseline's amplitude visibilities before and
after applicaton of switched power.  The EA19 file is the caltable
results...the oscillation in switched power is clear and large.  The other
polarization doesn't show this (just R).

You can clearly see that post application the visibilities are much noiser
(peak to peak) than before.  Also none of the other antennas show this
oscillation over this period.  It just sort of "went nuts" for a bit.
