[evlatests] ea23 3-bit working fine

The 3-bit sampler which used to be on ea12 was moved to ea23 yesterday.
A quick look at X-band this morning shows nice fringes and reasonable power
levels on all 3-bit IFs (ea23-A1,C1, A2, C2).

The state count histograms for all samplers now on ea23 roughly match those seen when
the samplers were on ea12.  In particular, the C1 sampler still shows the largest
offset of any currently on the array (1.75 bins!).

More detailed testing is on-going.
