[evlatests] Other S-band issues

RCP stage 3 is oscillating. We opened up a work order on it, will have to
bring it back to the lab to adjust and retest.

This looks like a receiver problem.  The measured "sync det" at
the downconverter is about 0.5 instead of less than 0.1 indicating
excess noise from the receiver.
