Rick-

At what resolution did you make these measurements?  I.e., is it possible 
that you've smoothed over fluctuations that occasionally exceed the spec 
at specific frequencies in such a way as might make polarimetry of 
spectral lines more difficult (especially, e.g., if standing waves aren't 
stationary, and therefore don't even statisfy the stability 
"requirement")?
