[evlatests] Executor release v2.1.10 (03/10/2011)

Changes (per Barry and Ken):

1.  Allow control of T302 solar attenuators and accommodate the new M301 semantics for solar attenuator and transfer switch control.
2.  Add configId to the VCI "modify" documant.  This is the first step in the rationaliztion of IDs.
