[evlatests] post-weekend status

There were some DTS related causalties over the weekend.  Some
of the problems may have been caused by power or system issues
which I am unaware off.

ea03D deformatter is not happy once again

ea16 deformatters all got upset; B, C and D needed to be re-synced.

ea27D is still dead as expected.  The other three IFs suffered
a delay change of about 300 nsec since Friday evening.
