[evlatests] RFI 'Zones of Avoidance' at S, L, X, Ku, and K bands ...

    Listed here for completeness are the clearly evidence wide-bandwidth 
regions of the spectrum which are affected by (presumably satellite 
downlink) RFI.  All but one of these have been listed before, in 
separate messages. 

    S and C bands:  3.58 -- 4.20 GHz. 
    X and Ku bands:  11.7 -- 12.7 GHz.
    K band:   18.3 -- 18.72, and 19.7 -- 20.2 GHz.  

    The last of these (19.7 -- 20.2 GHz) is quite weak. 

    The higher frequency emissions are not very strong (at least towards 
the NCP), and I'm guessing that normal fringe winding will be sufficient 
to eliminate the interference, especially for longer baselines. 
    This will almost certainly not be the case for the S and C band RFI... 

    Specific experiments will be needed in the larger configurations to 
test how well fringe winding is at reducing these RFI signals.
