[evlatests] RF Switch meeting Wed 3PM AOC-317

There will be a meeting to discuss the new RF band switch 
specification generated by Chip Scott on Wed 8/24 at 3PM in AOC Room 
317.  We are holding this in the time slot normally scheduled for 
the  EVLA systems meeting.

Copies of Chip's specifications and statement of work are 
attached.  These are being sent to vendors to see what response and 
cost quotes we get.
