[evlatests] Ops software release v2.1.0

A new version of the EVLA OpsPack software has been released.
(For a list of changes and bug fixes see the RELEASE NOTES 
<http://www.aoc.nrao.edu/asg-internal/software/evla/stable/opspack/2.1.0/RELEASE-NOTES.txt>.)

There are several ways to launch the latest version:

Method I:
     * Go here <http://www.aoc.nrao.edu/asg-internal/software/evla>
     * Select the Java Web Start "Launch" button next to "LATEST"
     * The download should begin

Method II:
     * Select this link 
<http://www.aoc.nrao.edu/asg-internal/software/evla/stable/opspack/2.1.0/opspack.jnlp>

Method III: (for operators only)
     * Double-click the operators software icon on eva's desktop.
