[evlatests] Systemic Switched Power Troubles

Ken ran a test for me yesterday, intended to check system
sensitivities at L, S, C, and X bands.

A quick review of the data shows that two antennas give *no*
switched power at any of these bands. These are:

Antennas 10 and 24. Both give what appears to be perfectly normal
total power readings. And both give perfectly normal fringes.

It is also noted that antenna 12, in IF 'B' gives a 'square wave'
pattern in its switched power at all four bands -- the amplitude of the
pattern is about 4%, and the pattern changes every 10 seconds.

It has also been found that the Tcal tables for the L-band data are
filled with nonsense numbers: most of the AC IFs have Tcals of tens or
even 100s of Kelvin. Antenna 24 has negative Tcals in both IFs. The
values for the other bands seem more reasonable (single digits),
although it is noted that antennas 10, 16, and 23, in IF 'B' have values
of 0.000. A quick look at the CalDevice table shows these numbers
originate there (i.e., they are not due to BDF2AIPS).
