[evlatests] All moved antennas pass Ops' checkouts

Antennas 1, 17, 23, 24, 27 all pass Operations' checkouts following 
their moves to the C configuration.  Combined with 3, 4, 7, 21 that were 
completed yesterday, all moved antennas are officially usable for 
astronomy by Operations.

14 remains on the Master Pad.

Baseline parameters have been updated on all moved antennas except 21.
