[evlatests] Monitor Data Query Interface V 1.3.8

A new version of the Monitor Data Query Interface that can access
EVLA antenna data as well as VLBA and WIDAR monitor data has been
released as of Wed, 11/17/2010, at approximately 5;30PM.
