[evlatests] Antennas 12 & 17

Antenna 17 has the LO rack up and running.  Levels have been set and 
modules are talking.  We need to install some temp sensors and fix a 
global reset problem on the L305.  Other than that, LO/IF is finished. 
The F320 and F317s are still powered down (disconnected at the power 
distribution board) and will be hooked up by the FE group when they 
begin cooling receivers.  The IF signal is making it to the termination 
room (from the antenna), but not showing optical power at the 
deformatter.  (Possibly the fiber is not connected in the correlator 
room?)  Fiber will have to check later.

Antenna 12 has the network switch up and communicating on the MP. 
Outfitting will continue in earnest next week.
