[evlatests] Widar delay setting

I was able to get enough time with the system late yesterday and
this morning to be able to improve delay setting.  Now delays for
all four IFs should be correct to a couple of nanoseconds.  Crossed
hand delays are correct at the same level for AC, but have not been
adjusted for BD.  Report of any observations of the BD crossed hand
delay after eight AM today is appreciated.

Delays were set at X band.  Except for ea22, the newest antenna,
delays at other bands should be close to zero.  Again any reports
of outliers are welcome.
