[evlatests] new executor software (v2.0.1)

A new version of the Executor has been released.

Changes and bug fixes (per Ken and Barry):

1) Main change is getting right address and protocol for CM.
2) Relaxed the lower L301 restriction for L and S bands.
3) Use the latest version of the widar schema jar file.
