[evlatests] More on 'Wobbles'

My hunch is that the wobbles maximize not at u=0 on the baseline
showing them, but at u=0 on the baseline from one of the antennas
to antenna ea08 - which is the time when the delay rate through the
delay module is zero.  Which might take care of your ea02 exception.
