[evlatests] partial coherence = sideband flippers

Based on discussion with the experts, I re-examined the data with partial
loss of coherence. I think it shows that the affected data has the correct
delay and rate, but the wrong sideband - a filter rolloff is visible over
~12MHz, beyond which the suppression is >~ 40dB.  This was in data switching
between C and X band.

The time plot shows the problem, which can hit a single antenna+subband. It
is rare, this plot is a distillate. The second plot shows the spectra for a
short time.
