[evlatests] Project codes for test observations

[Scheduling Officer]

My proposed scheme for test projects is unrelated to legacy IDs.  But it 
is designed to accommodate AIPS's 8-character limit, in case AIPS is 
needed for testing.  An example test project code is TPOL0001.  - Joan
