[evlatests] Delays updated

I updated the delays for all antennas except ea13 at around
9pm (just before the TDEM0003 run), based on C-band observations.
Four antennas had large delay jumps:

              EA03  + 56 nsec
              EA17  +112 nsec
              EA18  + 27 nsec
              EA19  - 81 nsec

I am putting these down to maintenance work until I hear otherwise.

EA06-D also had a large (55nsec) delay offset, as noted by several people
over the past few days.

The delays for all antennas should now be good to ~5 nsec.

p.s. The Fringe display showed that TelCal's ANTSOL was quite unhappy
   until these large delays were fixed.  It's now running swimmingly
   once again.
