I have reset the (parallel hand) delays for all 4 basebands (IFs).  I believe
all (parallel hand) delays should be good to ~5 nsec.

The biggest change was for ea19, basebands BCD = AIPS' IF 1L, 2R, 2L.
These had all jumped by ~90nsec.  I would be interested to hear why.
