[evlatests] Initial scan problems

    I noted yesterday that the 6-hour C-band run had some initial scan 
troubles.  Careful review shows:

    A)  No oddities in phase for any antenna.

    B)  Antenna/IFs 2L, 9R, and 25R all had initial scan amplitudes 
significantly lower than all following scans.  The ratios 
(initial/normal) for these are all different:

    2L was 15% (in amplitude)
    9R was 3%
    25R was 7%

    ... all in the same sense -- the initial scan was too in amplitude.
