[evlatests] VLA scheduler problems

Starting last night, the VLA scheduler began to fail to pick and observe 
any JObserve-based dynamic files.  Thus no science could be done during 
Dynamic time.

Today Ken Sowinski established that the presence of OPT-based dynamic 
files were, somehow, blocking the VLA scheduler's ability to pick and 
observe JObserve-based files.  The cause of this clash is not yet 
understood.

Operations has been asked to put all OPT-based dynamic files on hold (this 
only affects an Observatory service project).  This action will allow the 
VLA scheduler to pick and observe JObserve-based files, ensuring that 
science can be done during Dynamic time.
