[evlatests] Ka-Band Tcals

Here are the latest Ka-Band Tcal values. It includes the two newest 
Ka-Band receivers now on Ant 15 & 8 and superceeds the table I sent out 
on 26 Feb 2009.

I've also attached the combined plots of the Receiver Temperature and 
Axial Ratio measurements for the first 10 Ka-Band receivers on the Array.

Note that A#09 on Ant 8 was cross-polarized and the IF outputs from the 
receiver were subsequently swapped. I've switched the Tcals in the table 
already to account for the swap.

Ken, I assume you still want the 2 default frequencies with only 50 MHz 
separation)?
