[evlatests] EVLA network traffic

Starting today the operators reported erratic response on
their EVLA monitor screens that they run on Eva.

Looking at the network I see a large (100-200Mbit) amount of
traffic inbound to each antenna.

This is to, not from, the antenna.  This causes requests of
the ACU to periodically fail.

Somebody somewhere has either written or re-written some
piece of software and it's slamming the antenna networks
for information.

I don't see this traffic anywhere but inbound to the antennas.

I'm trying to figure out what the traffic is but if anyone
has any insight I'm all ears.
